DECLARATION OF THE FOURTH CONFERENCE OF ISLAMIC REVIVAL MOVEMENTS ON FRIDAY THE 12TH OF NOVEMBER 1999

Muslims and Islamic Movements in Britain declare the following:

1. We bear witness that there is no law, no order and no government that we obey, that we worship, that we serve or we submit to except Allah (swt) and we bear witness that Messenger Muhammad (saw) is our only example to follow.

2. We declare that the atrocities being perpetrated by Russia against Muslims in Chechnya is war against Allah, his Messenger Muhammad (saw) and Muslims world wide. This cannot and will not be tolerated and we therefore declare full scale Jihad against Russia, its military establishments, its forces and government wherever they are.

3. We declare that this Jihad against Russia is an obligation upon every Muslim world wide to support whether that support be physical, financial or verbal until all Muslim land is liberated and Muslim life, honour and wealth is protected. For the Messenger Muhammad (saw) said: "The Muslims are a unique Nation among Mankind: their land is one, their war is one, their peace is one and their honour is one and any one of them can represent them all"

4. We warn the Russian regime from the consequences to their national security from engaging in this struggle against Muslims and remind them not to forget their fate in Afghanistan and in Chechnya in the past. Indeed, as Khalid Bin Walid once said to the great Roman Empire before it was utterly destroyed by the armies of the Muslims: 'you are fighting people who love death more than you love life' and, although you may win one or two battles, you can never hope to win the war.

5. We call upon the armies in Muslim countries to rise and to do their Islamic responsibility as the defenders of Muslim life, honour and wealth, as the soldiers of Allah and as the Ansar of the Messenger Muhammad (saw), instead of idly watching the atrocities and obeying their corrupt regimes who have been sold out to the Western colonialist powers. Fear Allah and do your duty before the punishment of Allah reaches you.

6. We declare that we will never rest until we establish the Khilafah i.e. an Islamic State for all Muslims world wide, which will be a shield behind which Muslims can protect themselves and from behind which they can fight the enemies of Allah.

7. Finally we declare that we pledge our lives, our bodies and our wealth in this struggle between haq and batil, between halal and haram, between good and evil and that we hope our actions are accepted by Allah and that his victory promised to us comes sooner rather than later.
