We Al-Muhajiroun, on the 15th day of October 1999 at the Conference of "Khilafah for Pakistan" declare the following:

1) We obey no law, no order, no puppet ruler, no man and no deity except Allah (swt) and our only example is Muhammad (saw).

2) The coup in Pakistan on the 12th of October must be followed by certain action immediately:.

a) Seize all Embassies.

b) Reject any intervention from any foreign kufr government and international bodies such as the UN, OIC, EU, NATO etc...

c) A declaration that the constitution of Pakistan is null and void and that the Shari'ah alone is the basis of governance.

d) A declaration that all borders surrounding Pakistan are to be removed and Muslims world wide are invited to become citizens of the new Islamic State.

e) That Afghanistan and Pakistan must be united as a precursor for further unity and annexation of Muslim land.

f) An immediate declaration of Jihad to liberate all Muslim land under occupation, beginning with Kashmir.

3) Our advice to the Generals, Brigadiers, Colonels and Majors of the Pakistan army and indeed all Muslim armies is to:

a) Overthrow the illegitimate governments in order to implement Islam and hold firm to the book of Allah and depend on none but him against the enemy of Islam and the Muslims.

b) Aim your weapons at the enemies occupying Muslim land and not your brothers or civilians.

c)Stand up for the truth and be firm in your resolve, for a new dawn is near at hand. O, Muslim Army, remember that the Muslim Ummah is your Ummah, its war is your war, its enemy is your enemy, the victory or defeat is your victory or defeat and the Khilafah is your Khilafah.
